Voters in the curious and ornery Iowa caucuses do not always pick candidates who go on to become national winners. History is strewn with the political corpses of Iowa victors who become little more than presidential footnotes. But sometimes voters, whether in Iowa or elsewhere, do more than bestow a small primary win on a candidate in a long presidential race. Sometimes, as with Robert F. Kennedy in 1968 or Ronald Reagan in 1980, they seem to be in at the creation, generating a wave of popular support that becomes an historic movement in US politics.
