The military junta declared that a new draft of the country’s constitution had been completed after 14 years and approved for a national referendum in May. It will clear the way for democratic elections in 2010, the junta says, the first since 1990, when the opposition leader Daw Aung San Suu Kyi’s party, the National League for Democracy, won a landslide victory that the junta never recognized. Foreign Minister Nyan Win told a regional gathering in Singapore that the document would bar Mrs. Aung San Suu Kyi from running because she had been married to a foreigner, a Briton who died in 1999. She remains under house arrest in Yangon.
