World Briefing | Europe: Serbia: The European Union Cracks The Door In Advance Of Vote


The European Union signed a pre-membership pact with Serbia as a way to help pro-Western forces avoid defeat by nationalists at the polls on May 11. European ministers had to overcome sharp divisions over the Serbian government’s failure to hunt down war-crimes suspects, and the signing gave the clearest signal yet that Serbia could eventually join the 27-nation bloc. It could help turn the elections next month into a test of whether Serbia wants to join the union, the world’s largest trading bloc, or adopt a nationalist path more closely aligned with Moscow. The union’s 27 foreign ministers and the Serbian deputy prime minister, Bozidar Djelic signed the deal in Luxembourg.
