To tourists who fill its coffers, Maldives, a nation of 1,190 low-lying islands off India, is a paradise of secluded resorts. To its citizens, it is a virtual dictatorship where dissent has been brutally quashed. Maldivians hope that will begin to change today, with a popular referendum on a new form of government, which is also being framed as a vote on the 29-year rule of President Maumoon Gayoom. He is pushing for an American-style system, with a strong presidency. The opposition backs a British-style parliament and a more accountable prime minister. Whatever the outcome, the vote is expected to clear the way for the country of 300,000 to adopt a new constitution in November, and to hold its first multiparty elections next year. The vote is the culmination of a reform drive Mr. Gayoom began in 2004.
