World Briefing | Asia: India: Cash Incentives For Raising GirlsThe government is offering to pay poor families nearly $3,000 to give birth to daughters and bring them up, a plan it hopes will discourage the widespread practice of aborting female fetuses after medical tests that identify the sex of a fetus. That has led to an imbalance in the male-to-female ratio in parts of the country. Many families prefer boys, as future breadwinners, to girls, on whom dowries have to be spent to find husbands. Families in seven states where girls face the most acute discrimination will receive cash payments of $385, with a lump sum of 100,000 rupees, about $2,500, when the girl reaches the age of 18, provided she has completed her education and is not married.
