Three Consortiums In Queue For M25 Works


ONE of Britain’s biggest road contracts will be awarded this week when the Highways Agency chooses a contractor to widen 63 miles of the M25.

As well as overhauling the London orbital, the winner will be responsible for the motor-way’s upkeep for the next 30 years. The private finance initiative project is estimated to be worth £5 billion.

There are three consortiums still in the running. Connect Plus, made up of Balfour Beatty, Skanska, Atkins and Egis Projects, is vying with Flow (Vinci, Autoroutes du Sud de la France, Laing Roads, Car-illion, Costain, Ringway, Mouchel, Norwest Holst and Jacobs) and a third group comprising Amey, Laing O’Rourke and Ferrovial. Sources say Flow is regarded as a slight favourite.

Two of the members of the Connect Plus consortium, Balfour Beatty and Atkins, were members of the Metronet consortium that ran a large chunk of the Tube network before collapsing into administration.

The project will see most of the remaining three-lane sections of the M25 expanded to four lanes. Widening will be done in most cases within the existing footprint of the road by eating into hard shoulders and central reservations.

The winning consortium will be penalised if it cannot meet targets on congestion, journey times and clearing of accidents.
