Health Insurer MergerPHILADELPHIA, March 28 (AP) Pennsylvania’s two largest health insurers on Wednesday agreed to merge, a plan that had been in the works for years and gives the two nonprofits control over most of the state’s health insurance market. The boards of Independence Blue Cross of Philadelphia and Highmark Inc. of Pittsburgh separately approved a merger that would create the nation’s third-largest health insurer, behind the UnitedHealth Group and Wellpoint Inc. The insurers said the combined company would have the resources to hold down administrative fees for two years, saving customers $300 million; better manage drug costs to save consumers $280 million; and provide over $650 million to help the state’s uninsured get access to health insurance. Both insurers will make filings seeking state and federal regulatory approval in April.
